One single prosecutorial office serves both the Court of Final Appeal and the Court of Second Instance. It submits written comments on civil, criminal and administrative appeals lodged to these two courts. Such comments include judicial interpretation of contentious provisions and views on whether the appeals concerned are based on substantial grounds. Other duties are to decide whether to appeal against rulings of the Court of Second Instance to the Court of Final Appeal, and to file special appeals for standardizing judicial interpretation, both in accordance with law.
