The Public Prosecutions Office (MP) operates under a “single-institution model”, in the sense that there is only one Public Prosecutions Office in the MSAR, without equivalent levels of prosecution offices for each level of courts. Based on this operational model, in addition to the Criminal Proceedings Office, the MP has also set up offices at each court level to fulfill its statutory functions. These include the Prosecutorial Office at the Court of Final Appeal; the Prosecutorial Office at the Court of Second Instance; the Prosecutorial Office at the Primary Court; and the Prosecutorial Office at the Administrative Court. There are corresponding MP magistrates, judicial assistants and administrative staff working in each office.
Within the MP is the Office of the Prosecutor General (GP), which operates independently and enjoys administrative and financial autonomy. The GP is responsible for providing technical and administrative assistance to the Prosecutor General, comprising subordinate departments designated to handle MP matters.
The Public Prosecutions Office is composed of a professional team of MP magistrates, GP leaders, advisers, heads, judicial assistants, as well as administrative and technical staff, all working collaboratively under a hierarchical structure to fulfill statutory duties.
