Tong Hio Fong: Implement the Spirit of the “Two Sessions” and Embrace the Prosecutorial Mission (2026-03-08)

During the “Two Sessions” currently taking place in Beijing, Premier Li Qiang delivered the Government Work Report to the fourth session of the 14th National People’s Congress on 5 March. He emphasized the unwavering commitment to the principles of “One Country, Two Systems”, “Macao people governing Macao”, and a high degree of autonomy. He highlighted the need to implement the principle of “patriots governing Macao”, enhance Macao’s governance efficacy, and promote Macao’s economic and social development. He also expressed support for Macao to better integrate into and serve the overall national development, leveraging its unique advantage of enjoying support of the motherland and being connected to the world, to ensure long-term prosperity and stability. Furthermore, Vice Premier Ding Xuexiang gave important instructions regarding Hong Kong and Macao affairs during meetings with Hong Kong and Macao members of the CPPCC and the Macao delegation to the NPC, outlining five expectations for the Macao SAR. Prosecutor General Tong Hio Fong stated that the report and instructions are profound and carry fundamental, guiding significance for Macao’s future development. All personnel of the Public Prosecutions Office (MP) will study in depth the spirit of the report and directives, accurately grasping the strategic deployments, and aligning their thoughts and actions with the policies of the Central Government and the Macao SAR Government. This ensures that all prosecutorial work is carried out efficiently and in accordance with the law, resonating with the national development strategy.

Prosecutor General Tong Hio Fong stressed that as the judicial organ responsible for upholding the rule of law and combating crime in the SAR, the MP will fully and accurately implement the “One Country, Two Systems” principle, proactively aligning its work with the national “15th Five-Year Plan” and implementing the deployments of the Macao SAR’s “3rd Five-Year Plan”. Adhering to the executive-led system, the MP will fully support the SAR Government’s law-based administration, continuously enhance governance efficacy, and perform its duties with accountability within the framework’s effective operation. Meanwhile, the MP will continue to implement the “holistic approach to national security”, reinforcing among prosecutorial staff the understanding that national security is inseparable from Macao’s prosperity. The MP will remain vigilant in safeguarding national security, building a solid judicial defense line and upholding judicial justice, while resolutely punishing crimes that endanger national sovereignty, security and development interests.

To better integrate into and serve the national development, the MP will further strengthen its internal and external connections. On the one hand, it will focus on deepening prosecutorial cooperation within the “Guangdong-Hong Kong-Macao Greater Bay Area” and the “Guangdong-Macao In-Depth Cooperation Zone in Hengqin”, promoting the substantive alignment of legal rules and mechanisms. On the other hand, the MP will fully play the role as a “precise connector” in the judicial sector between China and Portuguese-speaking countries to build a platform for judicial cooperation and professional exchange. This will support Macao’s development as an important bridgehead for the nation’s high-level opening up in the prosecutorial area.

Prosecutor General Tong Hio Fong pointed out that in the future, under the strong leadership of Chief Executive Sam Hou Fai, the MP will strictly abide by the executive-led political system and strengthen communication with the executive and legislative branches. On the premise of strictly observing the principle of legality, the MP will perform its duties impartially, handling cases in strict accordance with the law and ensuring its work follows the SAR’s overall governance layout. The MP will continuously enhance the overall quality and professional capabilities of its staff, striving to forge a loyal, law-abiding, upright and accountable prosecutorial team, thereby contributing its strength to the steady and sustained implementation of the “One Country, Two Systems” principle with Macao characteristics.
