Tong Hio Fong: To promote the high-quality development of prosecutorial services with the guidance by the spirit of the instructions (2025-12-17)

On December 16, Chief Executive Sam Hou Fai reported to President Xi Jinping in Beijing, briefing on the current situation in Macao and the work carried out by the SAR Government. President Xi expressed that the Central Government fully affirmed the work of the Chief Executive and the SAR Government, asking the MSAR to actively align itself with the 15th Five-Year Plan, to continuously enhance its governance efficacy, and to better integrate with and contribute to the overall national development. Prosecutor Tong Hio Fong responded that President Xi’s instructions, which hold fundamental guiding significance for the future development of the MSAR, are comprehensive and insightful, serving as a roadmap for the future work of the Public Prosecutions Office (MP). Spearheaded by President Xi’s instructions and under the strong leadership of the Chief Executive, MP will fully support the SAR’s policy agenda, and take on a more active role in aligning with the requirements of the national 15th Five-Year Plan. It will also ensure, with unwavering confidence and solid action, that its various tasks are fully implemented and achieve substantial results.

The Prosecutor General emphasized that the MP, as a judicial organ with primary responsibility for safeguarding the rule of law and punishing crimes in the SAR, will resolutely and duly perform the prosecutorial functions vested by the law, safeguard national security, and sternly combat all types of crimes to protect residents’ personal and property safety. Meanwhile, the MP will better fulfill its prosecutorial functions in the new era by safeguarding the public interest and the legitimate rights of vulnerable groups, in accordance with the rule of law and through legal means.

The MP will also dedicate itself to strengthening internal and external connections and exchanges in prosecutorial services, actively integrating with and contributing to the overall national development, deepening cooperation with its counterparts in the Greater Bay Area and the Cooperation Zone, expanding the scope and depth of collaboration in prosecutorial matters, and committing to the harmonization of regulations and convergence of mechanisms.

With the goal of continuously enhancing the level of modernization and the protection capacity under the rule of law in its work, MP will continue to uphold the “justice-for-the-people” concept, proactively embrace the latest information technology trends, and accelerate digitalization and IT infrastructure through reform and innovation, thereby promoting high-quality development in prosecutorial services through digitization.
