The Chief Executive, Chui Sai On attended and presided over the swearing-in ceremony of five prosecutor coordinators – Mei Fan Chan da Costa Roque, Lai U Hou, Kuok Kin Hong, Tam I Kuan and Álvaro António Mangas Abreu Dantas – which was held at 11:00am on 18 October 2019 in the multifunction room of the Public Prosecutions Office situated at NAPE, Dynasty Plaza, 7th floor. The oath taking ceremony was administered by the Prosecutor General, Ip Son Sang.
Under Article 12 of Law no. 10/1999 The Judges and Prosecutors Statute amended by Law no. 4/2019, there are three categories of prosecutors at the Public Prosecutions Office (MP), namely, prosecutors (including prosecutor coordinators), assistant prosecutors general and prosecutor general.
Upon nomination by the Prosecutor General, the Chief Executive definitively appointed Mei Fan Chan da Costa Roque, Lai U Hou, Kuok Kin Hong and Tam I Kuan as Prosecutor Coordinators, and appointed Álvaro António Mangas Abreu Dantas to the same position under contract regime, through Executive Orders no. 120/2019 and 121/2019 respectively. Both orders were published in the Macao Special Administrative Region Government Gazette, Issue 40, Series I, on 8 October 2019 and come into effect on 18 October 2019.
Biographical notes of the five Prosecutor Coordinators:
1. Mei Fan Chan da Costa Roque, Prosecutor Coordinator, obtained her Bachelor of Law at the University of Macau. Ms. Chan was previously a police officer, deputy sergeant and sergeant of the former Public Security Police Force of the Macau Security Force. Between 1997 and 1999, she enrolled in the training course and internship for admission of judges and prosecutors. She was appointed prosecutor at the Court of First Instance on 5 July 1999, and prosecutor of the Public Prosecutions Office of the Macao Special Administrative Region on 20 December 1999.
2. Lai U Hou, Prosecutor Coordinator, obtained Bachelor of Law at the University of Lisbon, in Portugal, and Master and Doctor of Law (in criminal law) at the Macau University of Science and Technology. Between 1997 and 1999, he enrolled in the training course and internship for admission of judges and prosecutors. He was appointed prosecutor at the Court of First Instance on 5 July 1999, and subsequently prosecutor of the Public Prosecutions Office of the Macao Special Administrative Region on 20 December 1999.
3. Kuok Kin Hong, Prosecutor Coordinator, obtained Bachelor of Law at the University of Macau, was a Chinese-Portuguese interpreter and translator at the former Public Administration and Civil Service Bureau, former Port Authority and former Legal Translation Office, as well as Head of the Real Estate Registry and Notary of the Islands Public Notary Office. Between 2002 and 2004, he enrolled in the training course and internship for admission of judges and prosecutors, and was appointed prosecutor of the Public Prosecutions Office of the Macao Special Administrative Region on 27 August 2004.
4. Tam I Kuan, Prosecutor Coordinator, obtained Bachelor of Chinese-Portuguese Translation and Interpretation and Bachelor of Law in Chinese at the University of Macau. She was a Chinese-Portuguese interpreter and translator at the former Legal Translation Office and Legal Affairs Bureau. Between 2002 and 2004, she enrolled in the training course and internship for admission of judges and prosecutors. Ms. Tam was appointed prosecutor of the Public Prosecutions Office of the Macao Special Administrative Region on 27 August 2004.
5. Álvaro António Mangas Abreu Dantas, Prosecutor Coordinator, obtained Bachelor of Law at the University of Coimbra. Between 1992 and 2003, he was, successively, a judicial counsellor, a trainee judge and a judge of the Court of First Instance in Portugal. From August 2003 to August 2008, he was a judge at the Primary Court of Macao Special Administrative Region; from October 2008 to October 2012, a judge at the Court of First Instance and the Court of Second Instance of Portugal; from October 2012, he began working as an adviser at the Office of the Chief Executive of the Macao SAR; and in September 2019, he was appointed judge at the Supreme Administrative Court of Portugal.
