
To vigorously advance the intelligent and digital transformation of prosecutorial work of the Public Prosecutions Office (MP) of Macao SAR, as well as to draw upon innovative practices of Mainland prosecution organs and technology enterprises in the field of smart prosecution, Ms. Wong Hio Nam, Chief of Office of the Prosecutor General, led an eight-member delegation to Shenzhen between 9 and 11 of March. The delegation visited the Shenzhen People’s Procuratorate, Shenzhen Intermediate People’s Court, Nanshan District People’s Procuratorate, Tencent Technology (Shenzhen) Co. Ltd., and Huawei Technologies Co. Ltd. Discussions centered on core topics including development on smart prosecutorial services, research and development on cutting-edge artificial intelligence technology, and also practical application scenarios.
During the visit to the Shenzhen People’s Procuratorate, the delegation was received by Li Xiaodong, Secretary of Party Leadership Group and Chief Procurator of Shenzhen People’s Procuratorate. During the exchange, Wu Shunong, Member of the Party Leadership Group and Deputy Chief Procurator, introduced on how the Shenzhen People’s Procuratorate, the national pilot unit for intelligent prosecutorial development, has deeply implemented digital prosecutorial strategy, while having developed and launched intelligent case-handling assistance systems for criminal and civil prosecution. The exchange featured in-depth discussions on AI applications in electronic evidence analysis, legal document generation, and case workflow management. Delegates watched demonstrations on operational processes of the Procuratorate’s integrated smart prosecutions data platform and case-based handling platform for major oversight matters, which provided valuable insights into optimizing MP’s intelligent case handling system.
The MP delegation also visited the Shenzhen Intermediate People’s Court, where they were received by the Deputy Secretary of Party Leadership Group and Vice President, Kuang Xiaohua. Vice President Kuang shared the Court’s practical experience in AI-assisted adjudication and its integration in prosecutorial work. The AI-assisted adjudication system, developed by the Shenzhen Intermediate People’s Court, comprehensively covers the entire trial process – from case filing and document review, to court hearings and document preparation. It features four core functional modules: intelligent case filing, intelligent document review, intelligent hearing, and intelligent document generation. The system enables end-to-end AI empowerment, effectively standardizing adjudication approaches, unifying adjudication standards, significantly shortening trial time, and enhancing document quality. The delegation viewed a live demonstration of the system’s operation and engaged in in-depth discussion on topics including prosecution-court coordination, the integration and application of AI technology, data sharing, and procedural standardization.
Thereafter, the MP delegation visited the Tencent Technology (Shenzhen) Co. Ltd. and Huawei Technologies Co. Ltd., focusing on research and development, along with adaptation of cutting-edge AI technology for government and legal sectors. Views on topics including profound integration of large and small AI models into prosecutorial case handling, data security safeguard, and the expansion of AI application scenarios were exchanged.
This exchange visit to Shenzhen represented a significant initiative by the Public Prosecutions Office of Macao SAR to advance intelligent development of prosecutorial work. By learning and drawing inspiration from innovative practices and cutting-edge technologies of various institutions, the MP delegation gained a fundamental understanding of the latest development trends in smart prosecutorial work, providing valuable technical references for MP’s intelligent transformation.
During the visit, the MP delegation was accompanied by Wu Shunong, Member of the Party Leadership Group and Deputy Chief Procurator of Shenzhen People’s Procuratorate; Fang Jiafan, Head of Office of the Shenzhen People’s Procuratorate; and Yang Yingshan, Deputy Head of the Office of the Guangdong Provincial People’s Procuratorate. Other members of the MP delegation included: Cheang Kuai Wun, Head of Support Department of the Office of the Prosecutor General; Ngai Lap Man, Head of Information Division; Chief Clerks, Su Chin Cheng and Fong Iat Cheong; amongst others.
