The “First Guangdong-Macao Seminar on Collaborative Prosecutorial Practices successfully held, jointly promoting coordinated development of prosecutorial services in the Greater Bay Area (2025-11-24)

The “First Guangdong-Macao Seminar on Collaborative Prosecutorial Practices”, jointly organized by the Public Prosecutions Office of Macao Special Administrative Region (MP) and the Guangdong Provincial People’s Procuratorate, hosted by the Zhuhai Municipal People’s Procuratorate and the People’s Procuratorate in Guangdong-Macao in-depth Cooperationi Zone in Hengqin, was recently held in the Guangdong-Macao In-depth Cooperation Zone in Hengqin. The event brought together over 50 participants, including the Prosecutor General of the Public Prosecutions Office of the Macao SAR, Mr. Tong Hio Fong, the Secretary of the Party Leadership Group and Chief Procurator of the Guangdong Provincial People’s Procuratorate, Mr. Feng Jian, the Head of the International Cooperation Department of the Supreme People's Procuratorate, Mr. Liu Zhiyuan, and Member of the Hengqin Working Committee of the Guangdong Provincial Committee of the Communist Party of China and Deputy Head of the Provincial Government’s Hengqin Affairs Office, Mr. Ye Zhen. Also present were representatives from the Macao SAR Public Prosecutions Office and the procuratorates of the nine mainland cities of Guangdong-Hong Kong-Macao Greater Bay Area, as well as legal experts and academics from Guangdong and Macao.

In his speech during the opening session, Prosecutor General Tong Hio Fong emphasized the importance of building the Guangdong-Hong Kong-Macao Greater Bay Area as a development strategy within the scope of national reform and opening up in the new era, which is of great significance to national implementation of innovation-driven development and continuation of reform and opening up. In this context, he advocated the need to further deepen collaboration between the procuratorates of Guangdong Province and the MP and to strengthen exchanges and cooperation with a special focus on combating cross-border crime and applying smart technology in judicial activities. He added that under the principle of “One Country, Two Systems,” it is necessary to adopt an innovative mindset in the rule of law that can address problems and challenges arising from different legal regimes, judicial systems, and legal cultures existing in the regions. The MP will continue to anchor its actions towards the “needs of the country, in the direction of the Greater Bay Area, and to the advantages of Macao”, maximizing the degree of cooperation and joint action between procuratorates in Guangdong Province and the MP, and pragmatically expanding the depth and breadth of collaboration between them, which contributes to giving continuous impetus to the rule of law in the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and the In-depth Cooperation Zone.

The seminar, titled “Deepening Prosecutorial Cooperation between Guangdong and Macao to Promote Regional Development of the Rule of Law” consisted of two sessions, namely the “keynote speeches” and the “thematic discussions” in which representatives of prosecutorial agencies, as well as legal experts and academics from both Guangdong and Macao were invited to engage in exchanges and discussions on three topics: “Innovation in the Guangdong-Macao Prosecutorial Cooperation Mechanism”, “Application of Law to Cross-Border Crimes”, and “Study of Cross-Border Money Laundering Crimes.” The keynote speech session was chaired by Ms. Kuok Un Man, Assistant Prosecutor General of the Macao SAR Public Prosecutions Office, with speeches delivered by academics such as Ms. Fang Quan, Dean of the Faculty of Law of Macau University of Science and Technology, Mr. Wang Chao, Assistant Dean of the Faculty of Law of the University of Macau, and Mr. Lyu Hanyue, Assistant Professor of the Faculty of Law of UMAC. This was followed by a “thematic discussions” session, co-chaired by Ms. Kok Sio Peng, Assistant Prosecutor General of the Macao SAR Public Prosecutions Office, and Mr. Zhou Liren, Chief Procurator of the People’s Procuratorate of the Guangdong-Macao In-depth Cooperation Zone in Hengqin, Guangdong Province. Assistant Prosecutor General Mr. Choi Keng Fai, Prosecutors Coordinators Mr. Cheong Kuok Chi and Ms. Sio In Ha, and Prosecutor Ms. Cheang Weng In, as well as representatives from the People’s Procuratorates of the Mainland shared practical experiences in the their prosecutorial field of work. The seminar aimed to deepen prosecutorial cooperation within the Greater Bay Area, striving to break down institutional barriers and contributing to the connection and articulation of the rules and mechanisms of the GBA, in order to jointly build a highly efficient and convenient judicial mechanism that consolidates the legal foundations at the regional level.

In addition to the seminar, the MP delegation also visited the People’s Procuratorate of the In-depth Cooperation Zone, in particular, the Judicial Services Center, the Investigation Processing Area, the Party Building Activities Center, the Exhibition on the Brief History of Chinese Procuratorate, and the Judicial Workshop for Minors.

The delegation from the Macao SAR Public Prosecutions Office also included Assistant Prosecutor General Cheng Lap Fok, Chief of Office of the Prosecutor General Wong Hio Nam, Prosecutor Coordinator Leong Weng Si, Prosecutors Wu Hio, Pak Wa Ngai, Chao Chi Peng, Pao In Hang, Ling Lee Celina, Wong Heng Ut, Advisor Chan Chi Ieong, and Head of the Promotion and Exchange Division Chao Kam Fun.
