Delegation of the Supreme People’s Procuratorate visited the MSAR Public Prosecutions Office (2025-11-27)

At the invitation of the MSAR Public Prosecutions Office (MP), a seven-member delegation, led by Deputy Director of the Political Department of the Supreme People’s Procuratorate (SPP) Ms. Xiao Wei, paid an official visit to Macao from 25 to 27 November to further strengthen ties and exchanges between prosecutorial agencies of the two regions.

On 25 November, the SPP delegation visited the MP and was warmly welcomed by Prosecutor General Mr. Tong Hio Fong. Mr. Tong provided an overview of the statutory functions and basic operations of the MP. Afterwards, Assistant Prosecutors General Mr. Mai Man Ieng and Ms. Kok Sio Peng, along with Prosecutors Coordinators Mr. Lai U Hou and Ms. Ho Man conducted in-depth exchanges with the delegates on various topics, ranging from practices in criminal prosecution against money laundering and telecommunications fraud, civil prosecution and public interest litigation systems, protection of minors, development and application of technology in prosecution, prosecutorial courses and trainings, etc.

On 26 November, the delegation taught a themed lecture to MP’s judicial auxiliary personnel. Deputy Director of the SPP’s Legal Policy Research Office Mr. Yu Shuangbiao and Deputy Chief Prosecutor of the People’s Procuratorate of the Henan Province Mr. Tian Kai presented keynote speeches on “China’s Prosecutorial System” and the “Public Interest Litigation System” respectively. They elaborated on the position and main functions of mainland prosecutorial organs within the national legal system, as well as the institutional design of the prosecutorial role in safeguarding public interest and the implementation progress achieved. This informative lecture helped enhance the judicial auxiliary personnel’s understanding and knowledge of the mainland’s prosecutorial system.

The delegation also called on the University of Macau, the City University of Macau and the Macau University of Science and Technology. They conducted field trips, exchanges and delivered lectures to the faculty and students upon invitation.

Other MP representatives attending the meeting included: Chief of the Office of the Prosecutor General Ms. Wong Hio Nam, Prosecutors Ms. Cheang Weng In, Mr. Sam Kim Kuong, Mr. Cheng Hoi Fung, Ms. Ho I Sut, Ms. Wong Heng Ut and Ms. Kong I Teng among others. The visiting delegates included: Chief Prosecutor of the Fangshan District People’s Procuratorate of the Beijing Municipality Mr. Du Miao, Deputy Head of the Publicity, Education and Training Division of the SPP’s Political Department Mr. Wang Yujie, Member of the Prosecutorial Committee and Head of the Administrative Prosecution Department of the Shanghai Municipal People’s Procuratorate Ms. He Yanmin, and Member of the Prosecutorial Committee and Head of the Juvenile Prosecution Department of the Guangzhou Municipal People’s Procuratorate of the Guangdong Province Ms. Li Zheng.
