
On September 23, a six-member delegation of the Public Prosecutions Office of the Macao Special Administrative Region (MP), led by Prosecutor General Chan Tsz King, attended the 15th China-ASEAN Prosecutors-General Conference in Hong Kong. Hosted by the Supreme People’s Procuratorate of the People’s Republic of China and organized by the Department of Justice of the Hong Kong SAR Government, this year’s conference featured the theme of “Combating Money Laundering and Corruption, and Recovering Assets in the Technological Age”. It primarily addressed the challenges posed by technological advancements to law enforcement and prosecution efforts in effectively combating money laundering and corruption crimes.
During the plenary session, Prosecutor General Chan Tsz King delivered a keynote speech in which he outlined the practices and achievements of the Macao SAR in combating cross-border money laundering and corruption crimes and recovering assets. He believed that the MP has actively fulfilled the obligations under international conventions in recent years, and has transformed relevant provisions into domestic laws through local legislation to ensure that local judicial practices align with international standards. Between 2020 and 2024, the overall execution rate for international mutual legal assistance in criminal cases handled by the MP was approximately 70%, among which the successful execution rate for received cases even reached 83%. This reflected that the MP has effectively discharged prosecutorial functions, played its due role and achieved positive outcomes in combating illegal activities and holding criminals liable jointly with various countries and regions.
Following the conference, the Chinese and ASEAN delegations signed a joint declaration to reaffirm their commitment in collectively combating transnational crimes and enhancing mechanism for legal cooperation against money laundering and corruption. As an important component of the China-ASEAN comprehensive strategic partnership, Macao will continue to serve as a bridge by actively participating in regional judicial cooperation and promoting the rule of law, prosperity and development of the region.
Members of the MP delegation also included Assistant Prosecutor General Choi Keng Fai, Prosecutor Coordinator Ho Man, Prosecutors Lao Ian Chi and Sam Kim Kuong, among others.
