The “Eleventh Course on National Affairs for Macao SAR Prosecutors” Promoting judicial exchange and training collaboration in the Guangdong-Hong Kong-Macao Greater Bay Area (2025-08-13)

To implement the important speeches and instructions of President Xi Jinping, to actively integrate into the national development landscape, and to participate in the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, the “Eleventh Course on National Affairs for Macao Special Administrative Region Prosecutors” was held between 27 July and 1 August 2025 for the first time at the Guangdong-Hong Kong-Macao Greater Bay Area Branch of the National Prosecutors College in Shenzhen. This training course focused on deepening and promoting coordinated development of judicial exchange and training, injecting new momentum into the construction of rule of law in the Greater Bay Area.

Attendees of the commencement ceremony included: Mr. Tong Jianming, Deputy Secretary of Party Leadership Group and First Deputy Prosecutor General of the Supreme People’s Procuratorate; Mr. Huang Liuquan, Deputy Director of the Liaison Office of the Central People’s Government in the Macao SAR; Mr. Chan Tsz King, Prosecutor General of the Public Prosecutions Office of Macao SAR; Mr. Feng Jian, Secretary of the Party Leadership Group and Chief Prosecutor of the People’s Procuratorate of Guangdong Province; Mr. Liu Zhiyuan, Director General of International Cooperation Bureau of the Supreme People’s Procuratorate; Mr. Lai Xiangdong, Deputy Secretary of the Party Leadership Group and Deputy Chief Prosecutor of the People’s Procuratorate of Guangdong Province; and Mr. Li Xiaodong, Secretary of the Party Leadership Group and Chief Prosecutor of the Shenzhen Municipal People’s Procuratorate.

On behalf of the Supreme People’s Procuratorate and Prosecutor General Ying Yong, Deputy Prosecutor General Tong Jianming extended congratulations on the commencement of the training course. He noted that since Macao’s return to the motherland, the MSAR Public Prosecutions Office has been actively integrating into the national development landscape, vigorously contributing to the construction of rule of law in Macao, and making significant contribution in safeguarding national sovereignty, security and development interests, promoting Macao’s socio-economic development. Tong Jianming also gave a systematic elaboration on the core essence of President Xi Jinping’s thoughts on the rule of law and the contemporary requirements for fair adjudication, focusing on introducing practical experiences of prosecutorial organs in the Mainland in implementing new concepts for handling cases, and promoting comprehensive and coordinated development of the “Four Major Prosecutorial Functions”. He expressed the hope that through this course, participants would enhance their understanding of the country in multiple aspects, as well as deepen exchanges and cooperation with Mainland prosecutorial organs.

In his address, Prosecutor General Chan Tsz King stated that China is committed to advancing the development of the Guangdong-Hong Kong-Macao Greater Bay Area, and the rule of law is an extremely important component of this process. Building on the successful implementation of the “one country, two systems” principle, the MSAR Public Prosecutions Office is actively exploring ways to further strengthen judicial exchange and cooperation between Guangdong and Macao, leveraging the achievements of national construction of the rule of law to advance the same construction as well as cultivation of legal talents in the MSAR, contributing its due share to the accelerated integration of MSAR into the GBA and the successful implementation of the major national strategy of the GBA. In this rapidly changing social and legal environment, particularly as the MSAR accelerates its integration into national development, the Macao judiciary shall continuously improve its operations and enhance the quality of its personal, meanwhile, uphold national consciousness, pledge loyalty to the nation, and safeguard national security and interests, providing a solid legal foundation for “one country, two systems” and aligning with broader national development agenda. It is hoped that this training course will enhance the participants’ understanding of national conditions and patriotism, improve professional competence and capabilities of prosecutorial personnel, and fully leverage the role of prosecutorial organs in advancing the implementation of “one country, two systems” and the rule of law in the Greater Bay Area.

This training course featured multi-faceted curriculum, including themed lectures, integrity education, field visits, and discussion sessions. Through on-site visits and discussions, prosecutors can better understand innovations in the prosecutorial system, case handling practices, and achievements in the construction of legal system in Mainland China. It also helped to strengthen connections amongst prosecutorial institutions in the GBA, laying a solid foundation for cooperation and exchange, and jointly further contributing to the advancement of rule of law in the Guangdong-Hong Kong-Macao Greater Bay Area.
