
Prosecutor General, Mr. Chan Tsz King led a delegation of the Public Prosecutions Office (MP) to four cities in Guangdong Province and paid a visit to the People’s Procuratorate of Guangdong Province as the first step of the trip, with a view to deepening exchanges and cooperation with prosecutorial services in the Mainland by strengthening prosecution liaison between Macao and Guangdong, and by upgrading the mechanism of prosecution cooperation.
Prosecutor General Chan Tsz King stated that the construction of Guangdong-Hong Kong-Macao Greater Bay Area is a national strategy planned, deployed and promoted personally by President Xi Jinping, to provide a historic opportunity for Guangdong and Macao to deepen cooperation, and is also a mission for the two places to work together to promote high-quality development. The visit is a fulfillment of the Supreme People’s Procuratorates directive to actively promote cooperation between prosecution services of Guangdong Province and Macao, as well as an important reciprocation to the results of the visit to Macao led by Mr. Feng Jian, Procurator-General of the People’s Procuratorate of Guangdong Province, this April. Mr. Chan pointed out under the impetus of the national strategy for the construction of Guangdong-Hong Kong-Macao Greater Bay Area, prosecutorial services in Guangdong and Macao have achieved fruitful results in combating cross-border crimes, providing judicial assistance and conducting personnel training. The vast experience of the Guangdong Provincial Procuratorate in promoting the construction of the rule of law and safeguarding social justice is worthy of learning and reference by the Macao SAR Public Prosecutions Office. However, in the face of new circumstances brought about by high degree of integration in terms of the flow of people, goods and capital in the Greater Bay Area, prosecutorial services in Guangdong and Macao must strengthen exchanges and cooperation in the areas of legal integration, judicial management, assistance in the investigation of cases and digital prosecution, amongst others, in the hope that the concept of “judicial activism” will be used to promote institutional innovation and contribute to the development of the Greater Bay Area, creating an “international first-class Bay Area under the rule of law”.
Procurator-General Feng Jian expressed his warm welcome to the MP delegation, and hoped that both sides would continue to promote the convergence and integration of legal rules and mechanisms in the Guangdong-Hong Kong-Macao Greater Bay Area and the Guangdong-Macao In-Depth Cooperation Zone in Hengqin. It is important to establish a stable mechanism for high-level communication and liaison in the field of prosecution within the Greater Bay Area, enhance the mechanism for judicial assistance, and strengthen sharing of experience in the rule of law, in order to provide service to the high-quality development of the Greater Bay Area.
Prosecutor General Chan Tsz King thanked Procurator General Feng Jian for his warm reception and for coordinating the delegations visits to four cities in the Greater Bay Area. To deepen exchanges and cooperation among prosecution services in Macao SAR and Guangdong Province, the MP delegation visited the People’s Procuratorate of Guangdong Province, Dongguan Municipal People’s Procuratorate, Huizhou Municipal People’s Procuratorate and Shenzhen Municipal People’s Procuratorate, as well as the Dongjiang Integrity Culture Education Base in Huizhou and the Guangdong-Hong Kong-Macao Greater Bay Area Branch of the National Prosecutors College in Shenzhen.
Members of the Macao SAR Public Prosecutions Office delegation include Assistant Prosecutor General Mr. Mai Man Ieng, Prosecutor Coordinator Mr. Álvaro Dantas, Prosecutor Mr. Pak Wa Ngai, Prosecutor Ms. Lei Un San, Deputy Chief of Office of the Prosecutor General Ms. Wong Hio Nam and Head of Promotion and Exchange Division Ms. Chao Kam Fun.
