Procurator-General of the Supreme People’s Procuratorate, Mr. Ying Yong, meets Prosecutor-General, Mr. Ip Son Sang

On 29 July 2023, the Chief Procurator of the State and Procurator-General of the Supreme People’s Procuratorate (SPP), Mr. Ying Yong, met in Hangzhou with the Macao Special Administrative Region Public Prosecutions Office (MP) prosecutor delegation led by Mr. Ip Son Sang.

As indicated by Procurator-General Ying Yong, under the firm leadership of the Central Government and guiding principles of “one country, two systems”, “the people of Macao governing Macao” and high degree of autonomy, Macao Special Administrative Region (MSAR) witnesses continuous economic growth, and maintains social stability and harmony. MP staunchly defends constitutional order as laid down in the Constitution and the Basic Law, and plays a significant role in safeguarding national sovereignty, security and development interests, amongst others.

During the meeting, Procurator-General Ying Yong elaborated on advancement of the rule of law and prosecutorial work in the Chinese Mainland. He explained that at the 20th National Congress of the Communist Party, a major blueprint for the development of the country into a modern socialist power in a comprehensive manner, as well as glorious rejuvenation of the Chinese Nation by modernization with Chinese characteristics was rolled out. Ying also emphasized on “building a modern socialist country under the rule of law”, “witnessing all work of the state carried out under the rule of law” and “strengthening legal supervision by procuratorates”. He believed that Mainland procuratorates have been carefully studying and carrying out the spirit of the 20th National Congress; diligently discharging the “four major prosecutorial functions”, namely criminal proceedings, civil proceedings, administrative proceedings and proceedings for public interests. They have also been deepening prosecutorial reforms, insisting in “handling each and every case in a high quality and efficient manner”, striving to let the general public see fairness and justice in each litigation, and thus serving modernization with Chinese characteristics via modernizing prosecutorial work.

Procurator-General Ying Yong expressed that the Supreme People’s Procuratorate attaches great importance to communicating and collaborating with MP. SPP will promote formulation of judicial assistance regime and standards in a practical manner. Both parties jointly advance sound and steady implementation of the “one country, two systems” mission in Macao.

Prosecutor General Ip Son Sang extended gratitude to SPP and other Mainland procuratorates for their long-term support for their Macao counterpart. Ip promised that MP will unwaveringly apply the principle of “patriots governing Macao”, perform prosecutorial duties according to law, firmly defend national sovereignty, security and development interests, as well as safeguard the rule of law, social stability and harmony of the MSAR. Meanwhile, MP will also continue to reinforce cooperation with Mainland procuratorates in judicial assistance in criminal matters for combating cross-border crimes, litigation for public interests with prosecutorial involvement, prosecutorial digitization, among other areas. MP will assist MSAR in integrating into national development.

During its visit to the Zhejiang Province, MP delegation conducted multiple work exchanges with the Zhejiang Provincial People’s Procuratorate and elementary-level procuratorates. They had thorough discussions on operation of prosecutorial systems, litigation for public interests, performance appraisal of prosecutorial staff, integrated development of judiciary information system, laying down a solid foundation for further work communication, exchanges and cooperation with Mainland procuratorates in the future.
